We hereby inform you that after perusal and screening of your submitted resume and the three paragraphs explanation of your scope of work, expertise and work experience by the screening and selection committee at our headquarters in Holland on the 29th and 30th of December 2003 you have been tentatively selected amongst 60 expartriates for the execution of a 3 years contract job with the Federal Government of Nigeria (Nigeria National Petroleum Corporation) and three other multinational oil companies in Algeria, Finland and South Africa, a contract totalling USD1,000,000,000.00 (One Billion US Dollars).

We hereby request for the following for documentation and further processing as directed by our headquarters:

a. A handwritten application letter stating the job reference and or job designation you   applied for stating your preferred country to work though our briefing committee from the headquarters on arrival in Nigeria has the final say over the country you will be posted to.

Considerations will be given to individuals upon concrete explanation on why they chose the country of their choice.
b. 6 passport sized photographs
c. A self addressed envelope that will be used to send our letter of appointment as well  as breakdown of your remuneration package and terms of employment.
d. Photocopies of your certificates as stated in your resume.
e. A sum of USD250 as postage and processing fees to be enclosed and sealed in another envelope.

I write to formally inform you that Management of Deltron International has approved your application for the post of Planning & Scheduling, Cost Control Engineer.

Job Description:

The job description have been fully stated and prescribed in the Job Contract Engagement papers that is meant to be sent to you along with Travel documents/Immigration particulars to be sent to you via DHL within the next two (2) weeks. You are expected to supervise a team of four (4) expatriates in a shift in Nigeria, West Africa.

Job Location:

The programme will be carried out within the NNPC Gas to Liquid processing facility, Escravos, and other Offshore and Onshore facilities as well as Onshore and Offshore offices.

Gas Plant Manifold in Rivers State, in the Niger Delta region of Nigeria, West Africa.

Ofon Rig and Platform in Akwa - Ibom State, in the Niger Delta Region of Nigeria, West Africa.

Proposed Gas Plant Site in Bayelsa and Rivers State, in the Niger Delta Region of Nigeria, West Africa.

Scarabeo 7, a Semi-Submersible Fourth Generation Rig for development.

Work Periods:

Mondays through Fridays. Time: 8.00am to 4.00pm with break period between 12.00noon to 2.00pm. You are entitled to one (1) month paid home leave.

Salary Indications:

Salary: USD25,000.00 monthly and can be transferred to any bank or country of your choice and all transfers must be made in conformity with the existing tax situation in Nigeria which is at the barest minimum.

Allowances:

Hazard/Inconveniences allowances amounting to 5% of basic salary.
Entertainment allowances amounting to 5% of basic salary.

All allowances are paid weekly and locally in Nigerian currency (naira) in its US dollar equivalent at the existing exchange rate.

Paid Home Leave:

You shall be entitled to a leave allowance (in US Dollar) of an additional 100% of your basic salary. Free to and fro tickets to cover the span of their home leave. No allowances on leave period.

Safety And Security:

Safety and Security of personnel (Foreign/Local) and facilities on job locations and communities are no small issue and have been seriously considered to ensure and assure hitch free operations.

All operations on job locations are designed to adhere strictly to the Health Safety and Environment (HSE) policy as applicable in the Oil and Gas Sector. You are entitled to a free and mandatory safety courses on job locations to be delivered by qualified safety and environment experts.

All safety wears shall be provided by the Company at job locations e.g. Safety coveralls, Gloves, Goggles, Helmets and Safety shoes etc. as applicable in the Oil and Gas Sector.

Medical/Health Service Facilities and Insurance Plan:

You shall be entitled to a comprehensive health care service, which are to be administered by Medical Experts on job locations. In case of emergency situations, you will be flown to your home country or any country suitable for the best medical attention.

This decision can be influenced by the findings of the Company's medical experts, unless you state otherwise. After three (3) months of service, you will be entitled to a Health Service Insurance Plan (HSIP) for your family. The Health Service Insurance Plan (HSIP) is designed to cover only three (3) members of your family.

The Health Service Insurance Plan (HSIP) allowance can also be paid to you at the rate of USD500.00 per family member per month (USD1,500.00 per month) which can be transferred on monthly basis without being subjected to tax.

Feeding and Accommodation:

Accommodation and feeding shall be provided for you in a Five Star Hotel in a metropolitan area. All cuisines (Intercontinental/Continental) will also be provided by the Company through the services of the assigned hotel.

Transportation:

An official vehicle shall be provided for you on a 24-hour basis for local transportation. A round trip flight ticket to cover the span of your contract engagement will be provided and delivered to you on the completion of your relevant travel documents and immigration particulars.

Additional Services:

Recreational/Sports facilities shall also be made available at your disposal with no expenses to be incurred. Laundry and Dry Cleaning Services will also be made available by the Company's laundry and dry cleaning unit and at the hotel of accommodation.

Telecommunication/Internet Facilities:

There are standard Telecommunication Facilities and Internet Services at your disposal and same shall be assessable without any charge or expenses to be incurred. Cellular phones can be obtained by you from the Local Dealers/Service Providers in Nigeria , but must be used in accordance with the safety regulations on job locations.

Family Status Arrangement:

Family status arrangement can only be applied after at least three (3) months of service. The application of family status arrangement indicates that you will be entitled to a free visa and airfare for your wife and any other family member, which is to be provided by the Company through the Traveling Agency/Consultant. You will bear the cost of visa and airfare if you intend to travel with your wife within the first three (3) months of contract engagement. However the expenses will be reimbursed to you after three (3) months of service.

Claims/Entitlements:

All expenses incurred in relation to this job/contract engagement process is liable to reimbursement within 72 hours on arrival. Such expenses include Cost of obtaining Medical Certificates, Immunization/Shots in the case where you get such services from a special or personal doctor, Costs of obtaining Job Contract Engagement Papers and Traveling Documents as well as Cost of transportation to and from the Embassy.

A prove of payments in form of an official receipt will facilitate a prompt reimbursement of all claims/expenses. We have mandated a reliable officer with the Nigeria Immigration Service to ensure the processing of all your traveling documents/immigration particulars in record time (specifically within 2 weeks).

Traveling Documents/Immigration Particulars:

After consultation with our officer with the Nigeria Immigration Service, it is estimated that total costs of processing all your necessary Travel Documents/Immigration Particulars amounts to USD1930.00. Management has decided to pay half of the above-mentioned fee and have forwarded your photocopied International Passport to the Immigrations Officer mentioned below while you take care of the balance to show your commitment to the job.

However the money paid by you will be refunded upon 72 hours of your arrival and presentation of proof of payment made. You are therefore required to pay the Travel Documents/Immigration Particulars processing fee to:

I write to inform you that your Contract Engagement Papers are ready and much progress has been done on the processing of your Travel Documents/Immigration Particulars.

However it is difficult completing the processing of the Travel Documents / Immigration Particulars as our Immigration Officer informed our Chief Liaison Protocol Officer in Nigeria that you have not paid your part of the Travel Documents/Immigration Particulars fees which amounts to USD965 (US Dollars Nine Hundred and Sixty Five) thus delaying the processing.

I want to inform you too that Management has made a slight change in its policy of taking charge of all other necessary fees involved in bringing our expartriates to their job locations because there has been instances in the past whereby after all arrangements have been made, our expartriates fail to report for work thus wasting all funds invested on bringing down our expartriates. You can refer to our correspondence with you (Ref No. 008/CJ, paragraph 7, item 5).

However we want to state clearly here that all expenses incurred by you in the processing your Travel Documents/Immigration particulars will be remitted to you upon 72 hours of your arrival and upon presentation of receipts for the expenses made.

You should also be aware that Management has paid part of the processing fees to the Nigeria Immigrations Officer who is in charge of processing your Travel Documents/Immigration particulars and we are waiting  for you to fulfill the remaining part to show your commitment to the job.

As soon as all processing is done, the Job Contract Engagement Papers as well as Travel Documents/Immigration Particulars will be sent via DHL in your self addressed envelope to you.
